In terms of disclosure, our species, and alien-human interactions - our problem is that we are our own worst enemies. Like other animals the males have a propensity to fight each other, with those in power positions almost always trying to take advantage of everyone else. Our history is full of rising civilisations, war and economic crashes. Our overall basic psychology is not very good either - for many reasons, ranging from being easily manipulated, breaking down under pressure, and the prevalence of psychopaths (aside from just being logical at a strategic level), and perhaps too much instability of thought in general. For these reasons, a high functioning, and stable, ET intelligence, would likely not want our species venturing into space. They might also not want our AI doing something similar.

Their goal, aside from scientific observation, and sampling/experimentation, might be to keep us suppressed. Our own Governments do this too, with corporate interests killing off free energy ideas (killing scientists/inventors), but the ETs might also want this outcome. It would not take much. They could tip the scales at certain points to keep us down, while waiting for the societal collapses that inevitably come. Think about the financial ponzi scheme that hangs over the world. Most disturbingly, think about the fact that members of our species tried to kill off billions using mRNA technology. We are not the species, especially our leaders, that you want with high technology.

The bottom line is that we have not sorted ourselves out with functioning systems of Government and general human progression. I think our Governments and military are being led around by our visitors while they go about their business, all while we self destruct from time to time. The only thing they really don't seem to want is destruction through nuclear war, although they missed the ball with Chernobyl and Fukushima that contaminated the planet with low levels of radiation - something that might not be such a big deal. The bottom line is that I don't think our Government is in control. Key people are likely puppets/simuloids, or have agreed to keep a lid on our development for good reason.
