The fatal stabbing of 23-year-old Ukrainian refugee Irina Slutskaya in Charlotte, North Carolina has sparked outrage after revelations that the suspect, 34-year-old DeCarlos Brown Jr., had been arrested at least 14 times for violent crimes and diagnosed with schizophrenia, yet was released earlier this year by Magistrate Judge Teresa Stokes. Court records show Stokes freed Brown on a written promise to appear, despite his history of armed robbery, assault, and prior prison terms. Brown is now accused of killing Slutskaya on a Charlotte light rail train in August 2025. The case has drawn comparisons to past judicial corruption scandals, as online reports link Stokes to a rehabilitation clinic that could benefit from diverted offenders. Republicans in North Carolina’s congressional delegation have called for her removal, citing a willful failure of duty.
