USAID is the CIA. Military forces need to raid all the existing major institutions with ties to the intelligence agencies in order to prevent the destruction of evidence. Undoubtedly there's evidence of US support for terrorist groups, drug runners and human trafficking.
In the event of the effective destruction of evidence there's likely material held separately from their headquarters that exposes what's been happening. Other agencies, such as the NSA, would have files on what other groups get up to. If the NSA can be brought under direct military control then a lot of things could be revealed.
