Corbett points out that this film came out in the 90s during the time of The X-Files. One can go back further to the film JFK that was likely the starting point for this type of conspiracy narrative. However, since the 70s there's also been a narrative of a shady US government activity especially after the Watergate Scandal when distrust of the Government became more widespread.
