The mainstream media is telling people that the Russian's are on their last legs. The reverse is likely true. The raising of additional Russian troops is an escalation needed to finish off the war which was being conducted as a spacial military operation that did not involve excessive amounts of Russian regular forces. The US always uses reserves when it properly goes to war and this is what is happening with the Russian Army in Ukraine presently.
