The way to go forward is small localised policing and governance. Recently there has been a trend towards large council areas, at least in Australia, but this takes power out the hands of locals. The solution to Government overreach is to have smaller Governing areas that protect and represent local interests and concerns. If bigger projects are needed local groups can cooperate to reach a just outcome.
