But conquest is difficult, and the most tempting targets are usually the best defended. So what if there was a way to conquer a nation without having to fight them?

By using underhanded tactics, a group or several groups can exploit a nations sensibilities, governing system and values against them. Infiltrate them, and find ways to lower their population over generations, while increasing your own in their land. Welfare states are particularly vulnerable to exactly this.
