More Than A Red Line, Russian Policy To Mirror Attacks on Shadow Fleet (The Duran)
This 'threat' is not a warning, but an order to target Western shipping in the Pacific. It's a retaliatory measure against NATO-European nations targeting Russian ships. However, the big problem with waging a submarine war is that the US does have dominance in this regard. It's one thing to board ships using surface vessels and another thing to use submarines. If Russia does act in the Pacific it will need to be in the same manner we saw with the Europeans, using surface vessels.
