Kiev wants a buffer zone, an army of 800,000, and peacekeepers (reported elsewhere in the media), but such a situation will only be another Minsk type situation where a resumption of fighting will happen in the near future. Russia will never agree to it. These plans are designed to fail. It's one ridiculous 'peace plan' after another.
