Does 'freedom of speech' means nothing is punishable? Should 'free speech' be an excuse to allow calls for genocide?

Is free speech incompatible with accountability, or is there a way of understand human rights that allows us to understand when the line gets crossed?



There is such a thing as incitement to violence and also making threats against a person. This is where exercising free speech runs into trouble. There's also something known as sedition too. Religious figures plotting and carrying out acts to overthrow the existing Government and replace it with a religious based order should be seen as acting in a seditious manner.
