The bottom line is that exposing the blackmailing operation would damage Israel. Full disclosure would also shake up the US Deep State because the CIA and FBI knew what was going on and let it continue, possibly being participants in the blackmailing. Trump himself was probably not involved, because that info would have been leaked a long time ago, but that's not the issue. He (Trump) seems to have changed his mind about revealing the truth in order to help/protect some of his sponsors and maintain the US-Israeli special relationship.
