In regard to the war in Syria, they did not clean up the mess the last time around and the rot has set into the Syrian Government and defence force. Both Iran and Russia know that if Syria falls they'll be facing huge problems in the future, and so they'll send whatever is necessary in order to defeat the terrorists.
