Kharkov blackout. Russian military stretching the front lines (TheDuran)

Kharkov, a huge city, is being evacuated. Knocking out the power is a good first step to remove the civilian population before an assault. The obvious fact at this point is that the Russians are advancing on all fronts against the Ukrainians who are short of soldiers with under-strength units (less than 50% filled) the norm. Are the Ukrainians close to breaking?
