The new California minimum wage raise will cover workers in the fast food industry — all except Panera, which happens to be owned by a pal of California Governor Gavin Newsom. A provision of the bill exempts fast food restaurants that bake bread on the premeses. Critics are suggesting that the close relationship between Newsom and Panera’s CEO Greg Flynn
