After Russia invaded Ukraine 14 months ago, the subsequent sanctions imposed by the United States and its allies were supposed to bring Russia to heel and demonstrate the U.S.’s economic might. Instead, Russia appears stronger than ever while China, Saudi Arabia and others seek to strengthen ties while leaving the U.S. out in the cold.
