The overarching idea is to basically surveil everyone and blackmail or control/manipulate powerful people and corporations. Everything that can be monitored is being monitored.
A lot of this conversation is about automatic law enforcement where AI looks at behaviour on camera to then send robotic units to stop the action. Humans taken out of the loop. A social credit system would be integrated into this set up.
