The WHO wants to make it so that their recommendations become legally binding through new treaties. It's top down dictatorship. If they order that everyone take a jab it could be made criminal to refuse. However, this sort of thing flies in the face of human rights law and would be criminal - like Nazis making it legal to round up Jews, Gypsies, Homosexuals and other "undesirables". People enacting such Laws should face Nuremberg style tribunal hearings and imprisonment.
