It's all about control. Lionel points out that this is about making sure Presidents are just puppets. They already control Congress and now they are trying to deal with a new America First movement where Trump is the figurehead. They don't want anyone who is remotely independent. Sure, Trump did play their game, but only up to a point, otherwise it was the Trump show. Today the biggest danger to the State has been Trumpian (common sense/Constitutional) America First ideas - things that are essential to protect the country - and the crooks don't like it.
