Sagan points out that if we do not think clearly, and distrustfully, about authority then we don't run the Government - the Government runs us.

A nation of unthinking plebeians is ripe for being led around by charlatan 'leaders' who are cloaked in the air of authority, whether it be political, religious or representing institutional power. You must have the capacity to ask questions, and demand satisfactory answers (transparency), in order not to be rolled by those who covet power at your expense.
