Why are Indians Returning to India? (Sargon)

Second world countries need to improve their living standards so their populations want to stay. If their populations are moving to the West because of their well ordered neighbourhoods then the same sort of building and infrastructure needs to be constructed in their countries. Modifications to the society may also be needed in terms of customs and behaviours (re-education).
