He must have known what those numbers meant, and he still put them up. The question is why? Was it to pitch his new book?

If this had been done against Biden the perpetrator would be put in jail. The Trump Administration would do well to caution him, and not arrest him, but then have him arrested at a later date on other charges, along with Hillary Clinton and other swamp creatures.
