Russia wanted Ukraine to be neutral, to keep out of NATO, and to crack down on the ultra nationalists (neo Nazi groups) that were driving the conflict. The Russian Government was not interested in taking over the country, but they were left with little choice, especially after the Ukrainian side had built up their military and intensified artillery bombardments of the breakaway areas.
